Follow the money

Why is the USA sending them money when they obviously have access to plenty! This is like a revolving door of taxes paid by the citizens don't go to their benefit, rather go to keep those in office voting for things that aren't good for USA or many other things around the world..... but it is hidden where it goes when it moves like this!
